The track makes a comparison between the current political environment with BREXIT; the general constitutional mess being experience in the UK and the nightmare scenario that one experiences when in the grips of a lucid nightmare which seems only too real; doesn't allow you to rest, taunting you, like a demon.
To be able to rest and be at peace you are forced to conform and accept all the pain, suffering, that the nightmare (Brexit) will bring.
